Federal Economic Mobility Pathways Pilot (Federal EMPP)

This section describes how to process applications for permanent residence submitted by applicants under the Federal Economic Mobility Pathways Pilot (Federal EMPP).
Under the Public Policy to support the Federal Economic Mobility Pathways Pilot (Federal EMPP), all refugee candidates and displaced individuals will have to meet both the criteria and be able to satisfy an officer that they can economically establish in Canada. Federal EMPP applicants who hold a valid job offer do not have to meet the settlement fund requirements. However, Federal EMPP applicants, who do not have a job offer, will be required to demonstrate proof of funds to meet settlement fund requirements of 50% of the low-income cut-off (LICO).
Federal EMPP applicants will arrive in Canada with permanent residence status as economic immigrants and will be eligible for the full suite of settlement and integration services that are offered to all economic immigrants, including pre-arrival orientation and referral to in-Canada settlement services and supports. As well, EMPP applicants have the costs of medical exams covered through the Interim Federal Health Program, and have access to the Immigration Loans Program to help with travel costs and the right of permanent residence fee. However, since they are economic immigrants, applicants are not entitled to refugee resettlement assistance.
