Federal Economic Mobility Pathways Pilot (Federal EMPP): Putting an application into processing

Following a positive completeness check and a determination that the principal applicant meets the Federal EMPP public policy selection criteria, the Resettlement Operations Centre (ROC) does the following:

1. creates a file in the Global Case Management System (GCMS) in the “Category” field
   • enters “EMPP”
2. in the “Sub-Category” field
   • enters “Job Offer” if the client is applying with a job offer; or
   • enter “No Job Offer” if the client is applying without a job offer
3. GCMS will generate the Lock-In Date
4. waives the applicable processing fee and enters the exemption fee “999” in GCMS
5. enters exemption fee code “D01” for the biometrics fee and cancels the auto-generated biometric instruction letter (BIL) (for applicant and all dependents if applicable) under the “Correspondence” tab
6. sends an acknowledgment of receipt to the applicant informing them that their file has been placed into processing.
7. complete a pre-assessment of the file and add pre-assessment note in GCMS
8. transfers the file to the mission abroad in accordance with existing file transfer policies
9. asks for biometrics collection according to the Biometrics for Federal EMPP instructions
10. creates the IFHP according to the Processing Interim Federal Health Program (IFHP) for Federal EMPP instructions

Once an application for the Federal EMPP has been assessed as complete under section 10 of the Immigration and Refugee Protection Regulations (IRPR), the application is put into processing.

Processing family members

The ROC-O receives the application, and if it is determined that the application submitted under the Federal EMPP should be triaged, the application is transferred to the relevant processing office, where both the principal applicant and all family members are processed.
