Cadets and Junior Canadian Rangers Group Order (CJCR Gp O)


1. Identification

  • Date of Issue: 2022-08-29

  • Application: This order applies to members of the Canadian Armed Forces and is a directive that applies to Civilian Instructors, Cadets and Junior Canadian Rangers Group Volunteers, and cadets registered in the Cadet Program.

CJCR Gp Volunteer.
See QR (Cadets), section 1.02. Supplemented by the following: the term CJCR Gp volunteer applies to a CAF member when not on paid duty, or a CI when not on paid service; a CJCR Gp volunteer is authorized by a corps/squadron, CTC or RCSU CO; and a CJCR Gp volunteer is screened by CJCR Gp.

4. Policy

Context

  • 4.1 The CJCR Gp is committed to providing a safe, welcoming and supportive environment where everyone feels valued and is able to achieve their maximum potential. Treating each other with respect and fairness and acting and making decisions in the best interest of others are integral to maintaining a positive environment, free from all forms of discrimination, abuse, inappropriate conduct, and damaging behaviour.
  • 4.2 The CJCR Gp codes of conduct set out behavioural expectations for all persons engaged in the Cadet Program which demonstrate CJCR Gp’s commitment to high ethical and behavioural standards.

5. Annual Briefing and Signing Requirements

Briefing Requirement Timelines

  • 5.1 All returning cadets and adult staff must participate in an annual briefing on, and signing of, their respective Codes of Conduct within the first 30 days of the training year.
  • 5.2 For new CAF members and CIs, the initial briefs and signing of their code of conduct must occur prior to starting their duties.
  • 5.3 For new CJCR Gp Volunteers, the initial brief and signing of their code of conduct must occur before their volunteer work with CJCR Gp begins.
  • 5.4 For new cadets, the initial brief and signing of their code of conduct must occur within 15 days of registration.

Corps/Squadron Briefing Requirements

  • 5.5 All persons must participate in a briefing on their applicable code of conduct within the required timeframe as outlined above. The briefing will be delivered by their supervisor, or an adult supervisor in the case of a cadet, and must:
    1. ensure that the individual is aware of, and engages in discussion on all behavioural expectations set out in their code of conduct;
    2. provide an opportunity for the individual to ask questions of clarification;
    3. provide an opportunity for the individual to sign their code of conduct; and
    4. in the case of cadets, provide an opportunity to have a parent/guardian sign the Annex A, Cadet Code of Conduct to ensure the parent/guardian is aware of all behavioural expectations outlined within the Cadet Code of Conduct and have an opportunity to ask questions of clarification.

Cadet Training Centre Briefing Requirements

  • 5.6 Within 3 days of arrival at a summer training session, all persons must participate in a briefing on their applicable code of conduct, delivered by their immediate supervisor, or an adult supervisor in the case of a cadet that:
    1. ensures that they are aware of, and engage in discussion on, all behavioural expectations set out in their code of conduct;
    2. provides an opportunity to ask questions of clarification; and
    3. provides an opportunity to sign their code of conduct.

6. Record Keeping

  • 6.1 Signed copies of the codes of conduct from the corps/squadron must be retained at the corps/squadron until the cadet reaches the age of 25.
  • 6.2 Signed copies of the code of conduct from the CTC must be retained at the CTC and forwarded to the host RCSU at the end of the summer for file retention until the cadet reaches the age of 25.
  • 6.3 Signed copies of the CI, CJCR Gp Volunteer, and CAF Codes of Conduct must be submitted annually to the RCSU J1/CJCR Gp Headquarters Administration Officer for inclusion on the members file in accordance with Department of National Defence/CAF retention requirements.
  • 6.4 A copy of each signed code of conduct must be provided to the respective cadet, CAF member, CI or CJCR Gp Volunteer.

7. Publication

Frequency of Publication

  • 7.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

Errors/Omissions or Suggestions

  • 7.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions, or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
