Cadets and Junior Canadian Rangers Group Order (CJCR Gp O)

1. Identification

• Application: This order applies to members of the Canadian Armed Forces and is a directive that applies to Civilian Instructors, Cadets and Junior Canadian Rangers Group volunteers, employees of the Department of National Defence employed within the Cadet and Junior Canadian Rangers Group, and cadets registered in the Cadet Program.

3. Definitions

Authorized Cadet Activity.

An authorized cadet activity is an activity for cadets that has been authorized by the chain of command through the submission of a training plan and/or an activity request. It includes any CJCR-approved travel/movement/transportation from a rally point (e.g. corps/squadron location, Regional Training Establishment, Cadet Training Centre) to the designated activity location, and back to the rally point. For insurance purposes, an authorized cadet activity includes any travel/movement/transportation to and from the authorized cadet activity.

Supervisor.

A member of the CAF assigned in accordance with orders issued by the CDS, in particular a COATS member when on paid duty; or a CI when receiving pay.

4. Policy

• 4.1 Cadets will not possess, serve, sell, consume or be under the influence of alcohol at any authorized cadet activity or when wearing their cadet uniform outside of an authorized cadet activity. This includes when traveling to and from an authorized cadet activity in uniform or when attending a private function such as a wedding or funeral in uniform.
• 4.2 Cadets are not permitted to attend activities where alcohol is being served or where they may be in the presence of persons who are impaired due to the consumption of alcohol. Corps/squadrons that parade at a location where alcohol may be served, such as an armoury or Royal Canadian Legion, may continue to parade at these locations as long as the cadets are kept separate from the bar areas when alcohol is being served.
• 4.3 Adults and cadets will not possess, consume, or be under the influence of alcohol at any time during any international cadet activity such as international recreational trips, international exercises, or cadet training activities, other than any period of authorized leave for adults.
• 4.4 Adults who are employed, support or serve with the CJCR Gp, including CAF members, CIs, and CJCR Gp volunteers will not possess, consume or be under the influence of alcohol when supervising or when in contact with cadets. This includes authorized cadet activities sponsored or conducted by a third-party organization such as a Cadet League, affiliated unit, or local sponsor organization.
• 4.5 DND employees who authorize contracts are responsible for ensuring that contract conditions prohibit alcohol use by contractors while in the DND workplace and include the ability to request a contract employee be removed from the delivery of services for failure to comply. Furthermore, contractors who directly assist with the delivery of authorized cadet activities must comply with this direction, regardless of the location of the work.

5. Consequences

• 5.1 In response to suspicion or allegations that a cadet or an adult who is employed or serves with the CJCR Gp has contravened this order, the chain of command will take appropriate administrative action in accordance with CJCR Gp O 5019-3, Conduct and Performance Interventions – Cadets, DAOD 5019-7, Alcohol Misconduct, or CJCR Gp O 5530-1, Civilian Instructor Management as appropriate, and may contact military or local police organizations.

Frequency of Publication

• 6.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
