Cadets and Junior Canadian Rangers Group Order (CJCR Gp O)

1. Identification

• Application: This order applies to members of the Canadian Armed Forces and is a directive that applies to Civilian Instructors, CJCR Gp volunteers, employees of the Department of National Defence employed within the Cadet and Junior Canadian Rangers Group, and cadets registered in the Cadet Program.

3. Definitions

Authorized Cadet Activity.

An authorized cadet activity is an activity for cadets that has been authorized by the chain of command through the submission of a training plan and/or an activity request. It includes any CJCR Gp-approved travel/movement/transportation from a rally point (e.g. corps/squadron location, Regional Training Establishment, Cadet Training Centre) to the designated activity location, and back to the rally point.

Tobacco product.

A tobacco product is a product that is made in whole or in part of tobacco, including its leaves. It includes papers, tubes, filters, and any devices that are necessary for the intended use of the tobacco product.

Vaping product.

A vaping product is a device that produces emissions in the form of an aerosol and is intended to be brought to the mouth for inhalation of the aerosol. It includes any substance or mixture of substances, regardless of if it contains nicotine, or any substance, which is intended for use with such devices to produce emissions.

4. Policy

Context

• 4.1 One of the aims of the Cadet Program is to promote a healthy lifestyle and physical fitness. As such, developing healthy habits in our youth is a priority for the Cadet Program and providing an environment free of smoking and vaping is of primary importance.

Policy

• 4.2 Cadets will not possess, serve, sell, consume or be under the influence of any tobacco or vaping products at any authorized cadet activity or when wearing their cadet uniform outside of an authorized cadet activity. This includes when traveling to and from an authorized cadet activity in uniform or when attending a private function such as a wedding or funeral in uniform.
• 4.3 Cadets and adults who are employed or engaged in the CJCR Gp may have in their possession medicines such as tobacco, sweet grass and sage for the purpose of cultural ceremony.
• 4.4 Adults who are employed or engaged in the CJCR Gp will not provide, encourage the use of, or sell any tobacco or vaping products to any cadet, regardless of age, or other staff members who are under the legal age permitted by the applicable provincial or territorial legislation.
• 4.5 Adults who are employed or engaged in the CJCR Gp will only consume tobacco or vaping products in authorized areas in accordance with DAOD 5020-1, Smoking in the Workplace. Tobacco and vaping products may be consumed by adults out of sight of cadets and in designated areas that meet the appropriate provincial or territorial legislation.
• 4.6 DND employees who authorize contracts are responsible for ensuring that contract conditions prohibit tobacco or vape product use by contractors while in the DND workplace and include the ability to request a contract employee be removed from the delivery of services for failure to comply. Furthermore, contractors who directly assist with the delivery of authorized cadet activities must comply with this direction, regardless of the location of the work.

5. Consequences

• 5.1 In response to suspicion or allegations that a cadet possessed, served, sold or consumed tobacco or vaping products contrary to this order, the chain of command will take action in accordance with CJCR Gp O 5019-3, Conduct and Performance Interventions - Cadets.
• 5.2 In response to suspicion or allegations that an adult who is employed or engaged in the CJCR Gp contravened this order, the chain of command will take appropriate administrative action and may contact military or local police organizations.

6. Publication

Frequency of Publication

• 6.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

• 6.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
