Canada Periodical Fund
The Canada Periodical Fund (CPF) provides financial assistance to Canadian print magazines, print community newspapers (non-daily) and digital periodicals, to enable them to overcome market disadvantages and continue to provide Canadian readers with the content they choose to read.
Aid to Publishers
The Aid to Publishers component is designed to provide eligible Canadian publishers of print magazines, print community newspapers (non-daily) and digital periodicals with the financial support they need to produce and distribute high-quality, Canadian editorial content for Canadian readers.
You can apply for funding through the Aid to Publishers’ three sub-components:

Magazine
For print magazines, funding is granted based on a formula that takes the total number of eligible copies distributed over a 12-month period as well as eligible editorial expenditures incurred during that period.

Community Newspaper (non-daily)
For print community newspapers, funding is granted based on a formula that takes the total number of eligible copies distributed over a 12-month period as well as eligible editorial expenditures incurred during that period.

Digital Periodical
For digital periodicals, funding is granted based on eligible editorial expenditures incurred over a 12-month period.
Business Innovation
Changes to funding programs
Canadian Heritage’s 2024-2025 Departmental Plan was tabled on February 29, 2024.
As foreseen in the Departmental Plan, the Business Innovation component of the Canada Periodical Fund was eliminated on April 1, 2026.
Collective Initiatives
The Collective Initiatives component funds projects designed to increase the overall sustainability of the Canadian magazine and community newspaper (non-daily) industries.

Changing Narratives Fund stream 2025-2027
In the context of the Comprehensive Expenditure Review and as per Canadian Heritage’s Departmental Plan 2026-27, the Changing Narratives Fund will not be renewed and will sunset, as planned, on March 31, 2027. Funding allocations for 2026–2027 are being implemented as planned. Applications are no longer being received for the Changing Narratives Fund Stream.
Special Measures for Journalism
The Special Measures for Journalism component is designed to provide eligible Canadian publishers of print magazines and print (non-daily) community newspapers that have a free circulation model or low levels of paid circulation with the financial support they need to produce and distribute high-quality, Canadian editorial content for Canadian readers.
