Issue
DAOD 5019-4 presumes that the monitoring period of a remedial measure will commence immediately and that it will then continue relatively uninterrupted for its duration. However, this is not always possible in the case of members of the Cadet Organizations Administration and Training Service (COATS) or reservists on part-time Class “A” Reserve Service.
Ensuring proper monitoring conditions is essential in meeting the intent of DAOD 5019-4, which is to help Canadian Armed Forces (CAF) members overcome reported deficiencies by providing the time, the support and the coaching needed. Proper monitoring also serves to provide opportunities to observe and confirm that the CAF member has rectified the deficiency. A remedial measure may also aim at preventing harm to others from a CAF member’s deficiency. For all of these reasons, a proper monitoring regime tailored to the uniqueness of COATS and part time reserve service.
Recommendation
The Final Authority should review of the DAOD 5019-4 with the goal of enabling it to tailor a monitoring regime for Cadet Instructor Cadre (CIC) and part-time reservists that affords sufficient supervision and coaching to ensure correction of a deficiency in a more constructive manner.
Final Authority Decision
The FA did not agree with the Committee's systemic recommendation that the DAOD 5019-4 be reviewed with the objective to enable to tailor a monitoring regime for CIC and part-time reservists that affords sufficient supervision and coaching to ensure correction of a deficiency in a more constructive manner. The FA was of the view that that there was no indication that a systemic issue existed in relation to remedial measure monitoring periods, and that she was not provided with tangible data to support that such issue exists. The FA was satisfied that the policy is understood and is implemented appropriately.
