The instruction guide will help you complete the application correctly. It includes information about

Alternate formats
If you can’t use this guide because of a disability, you can ask for other formats including large print and braille. Contact the Client Support Centre (in Canada only) or submit a Web form for other formats.
You don’t pay a fee
Eligible foreign nationals who were in state care and their eligible dependents don’t pay a fee for a TRP, a work permit or a study permit.
1. Check your eligibility
Before you start the application, check if you’re eligible.
2. Prepare your supporting documents
Write a statement explaining how your experience in state care impacted your present situation, including your lack of status in Canada.
3. Complete your forms
You can apply for a work or study permit along with your TRP
If you apply for a TRP as an eligible foreign national who was in state care and you also wish to obtain a work permit or a study permit, you may submit both applications together. The same applies to your eligible dependents.
Complete the required forms based on your situation.
If you are applying for a TRP only
You must complete and submit the following documents:
- Application to Change Conditions, Extend my Stay or Remain in Canada as a Visitor or Temporary Resident Permit Holder [IMM 5708] (opens in a new tab)
- Use of a Representative Form (opens in a new tab) (if applicable)

If you are applying for a TRP and an open work permit
You must complete and submit the following documents:

If you are applying for a TRP and a study permit

There are no fees for a
- TRP
- work permit
- study permit
4. Mail your application
Send the following documents in a 23 cm x 30.5 cm (9" x 12") envelope:
- the completed forms
- supporting documents, including your written statement
You must also write your name and address in the top left-hand corner of the envelope.
If you are applying as a family, send all the documents in one envelope.
Do not include a prepaid envelope with your application.

Track your application
If you submit a paper application, we recommend that you use a postal or courier service with a tracking number to ensure you get proof that your application was delivered to the IRCC office.

If we accept your application
If we accept your application, we’ll issue you a TRP.
If we refuse your application
We’ll send you a letter and tell you why we refused your application.
