Crisis Response Framework: An approach that is transparent, consistent and equitable

Needs to be feasible and in line with capacity

• Sudan: We continue to prioritize applications from those affected by the crisis, including through temporary resident (TR) measures and a permanent resident (PR) pathway.
• Gaza: We introduced TR measures for up to 5,000 extended family members.
• Ukraine: 300,000 welcomed. We continue to support Ukrainians through TR measures that provide safety and stability during the war.
• Iran: Special temporary measures for eligible Iranians already in Canada.
• Hong Kong: Tens of thousands have obtained TR or PR in Canada through our measures.
• Uyghurs: 875 applications identified, with 280 arrivals.
• Yazidis: We continue to support Yazidis through refugee pathways, welcoming over 1,400 survivors since 2017.
• Haiti: In November 2025, we extended temporary measures for those already here.
• Afghans in Pakistan: We continue to bring approved refugees from Pakistan to Canada in line with the Levels Plan.
