Appendix B illustrates the logic model for the Global Assistance for Irregular Migrants (GAIM) Program at Citizenship and Immigration Canada, which serves as a visual representation of the activities, outputs and intended outcomes of the Program.
Program activities
The program activities of the GAIM program relate to two groups of activities.
Activity 1: Provision of funding to deliver services for intercepted migrants: Migrant basic needs; identity, assessment and referral activities; return and reintegration services.
Activity 2: Provision of funding to promote capacity-building, foster collaboration and cooperation, and undertake outreach and awareness.
Program outputs
These two main program activities are expected to directly lead to one program output.
Output 1: Signed contribution agreements and funds.
Program outcomes
These program activities, and the subsequent program output, are expected to lead to a number of immediate and intermediate outcomes.
Program activity 1 and 2, and Output 1 lead to the following three immediate outcomes:
- Migrants’ basic needs are met and they are assisted to return to their countries of origin;
- Migrants are screened, registered, assessed and referred where necessary for refugee status determination; and
- Capacity-building, outreach, and awareness activities are undertaken.
Together, these three immediate outcomes lead to two intermediate outcomes:
- Migrants who are determined to not be refugees reintegrate in their countries of origin; and
- CIC contributes to the detection, disruption, and deterrence of human smuggling and illegal-migration activities.
Ultimate Outcomes
Together, these immediate and intermediate program outcomes lead to an ultimate outcome: Managed migration of people to Canada that facilitates the movement of genuine travellers, while denying entry to Canada at the earliest point possible to those who pose a safety or security risk, or are otherwise inadmissible under IRPA.
