Regional Economic Mobility Pathways Pilot (Regional EMPP): Immigration Loans Program (ILP)

The Immigration Loans Program (ILP) can be accessed by Regional Economic Mobility Pathways Pilot (Regional EMPP) applicants.

Processing officers should verify the Pre-arrival facilitations form (PDF, 1.8 MB) to confirm if the applicant has indicated their intent to apply for any of the ILP loans and should follow the general procedures linked below for issuing loans, as well as the specific procedures pertaining to EMPP as outlined below.

Note: Regional EMPP applicants immigrate to Canada as economic migrants, and as such they are required to demonstrate they have sufficient funds to economically establish in Canada.

How do the 3 different types of loans apply to EMPP applicants

Transportation loans

Similar to refugees who are covered under the ILP, Regional and Federal EMPP principal applicants and their family members are eligible for a transportation loan to cover the costs of transportation from overseas to their place of final destination in Canada. This includes approved service fees from the International Organization for Migration (IOM) as well as other related expenses.

Note: Any Regional or Federal EMPP applicants who choose to book their own travel, and not use the IOM services, are not to be issued a transportation loan. Applicants choosing to use travel services provided by IOM have the option to pay for these services directly. They are not required to access an ILP Transportation Loan in order to access these services. Officers should verify local IOM offices’ payment processing capacity if applicants wish to pay for travel services directly without a loan.

Right of permanent residence fee (RPRF) loans

Unlike refugees and members of the humanitarian-protected persons abroad class who are exempt from paying the right of permanent residence fee (RPRF), the RPRF will not be waived for EMPP applicants when seeking permanent residence for themselves and their family members.
