Ministerial Instructions 90: Federal Business Programs
New Ministerial Instructions (MIs) were published, effective January 1, 2026, to update MI72 and continue to address the inventory of Start-up Visa Program and Self-Employed Persons Program applications. These MIs:
- Pause acceptance of new SUV Program applications, except for those from applicants who have a valid commitment from a designated organization that was made in 2025
- Adjust the prioritization criteria for processing Start-up Visa Program applications to include applicants who are already in Canada with a start-up visa-linked work permit
- Extend the pause on accepting permanent residence applications for the Self-Employed Persons Program
These MIs will remain in effect until further notice.
