Pulp and paper sector: code of practice overview

The code of practice for the management of air emissions from pulp and paper facilities has been in effect since July 21, 2018.

Objective

This code of practice recommends best practices to reduce air emissions of sulfur dioxide (SO2) and total particulate matter (TPM) from facilities in the pulp and paper sector. The code of practice also recommends annual air SO2 and TPM emission limits.

Target audience

The code of practice applies to pulp and paper facilities.

Adopting the code of practice

If the code of practice applies to your facility, you are encouraged to:

  • implement best practices to reduce air emissions of  SO2 and TPM
  • reduce or maintain SO2 and TPM emissions to the levels specified in the code of practice
  • inform the Minister of the Environment of your intention to implement the code of practice by submitting the operator declaration
  • submit emission assessment reports to demonstrate compliance with the code of practice

Reporting

If the code of practice applies to your facility, you are encouraged to:

  • submit an operator declaration by January 21, 2019 (6 months after the publication of the code)
  • submit an initial emission assessment report by June 1, 2021
  • submit subsequent emission assessment reports every 4 years if you meet the emission limits outlined in Appendix 1
  • submit annual emission assessment reports every year if you do not meet the emission limits outlined in Appendix 1, until your facility meets the limits (the regular reporting schedule can be followed)
