Application: This order applies to Department of National Defence and Canadian Armed Forces personnel who provide support to the Junior Canadian Rangers Program.

3. Definitions

Civilian Instructor.

Junior Canadian Ranger:
A JCR is a person of not less than 12 years of age but less than 19 years of age who belongs to a JCR Patrol for youth in remote communities, coastal and isolated communities across Canada. JCRs are not members of the Canadian Armed Forces.
Junior Canadian Ranger Patrol Leader.
A JCR Patrol Leader is an individual responsible for leading and guiding a JCR Patrol. The Patrol Leader oversees the activities and well-being of the patrol members, ensuring that they participate in program activities, follow safety guidelines, and uphold the values of the JCR program.
Patrol 2IC.
The Patrol 2IC is the assistant leader within a JCR Patrol, supporting the Patrol Leader in managing and guiding patrol members. The 2IC assists with the planning and execution of activities, ensures that the patrol operates smoothly, and takes on leadership responsibilities in the absence of the Patrol Leader.
Volunteer.
See QR (Cadets), section 1.02, Definitions. Supplemented by the following: the term volunteer applies to a CAF member when not on paid duty, or a CI when not receiving pay; a volunteer is authorized by the CRPG; and a volunteer is screened by the CAF.

4. Policy

Context

  • 4.1 The JCR Program operates through local JCR Patrols, which collaborate to deliver a variety of educational and recreational activities while ensuring safety and adherence to program values.
  • 4.2 The eligibility, registration, and selection processes for the various personnel within the JCR Program are outlined in specific CJCR Gp Os. These policies establish clear guidelines for participation, leadership, and training within the JCR Program, ensuring that all individuals involved are appropriately qualified and equipped to contribute to the development of youth in remote, coastal, and isolated communities.

  • 4.3 The JCR Program personnel at a local patrol will consist of youth participants (JCRs) and a minimum of a (1) Patrol Leader and a (1) Patrol 2IC. JCR Program personnel may also include additional civilian instructors and volunteers to enable program delivery.
