Junior Canadian Ranger Patrol Leader.

A JCR Patrol Leader is an individual responsible for leading and guiding a JCR Patrol. The Patrol Leader oversees the activities and well-being of the patrol members, ensuring that they participate in program activities, follow safety guidelines, and uphold the values of the JCR program.

Patrol 2IC.

The Patrol 2IC is the assistant leader within a JCR Patrol, supporting the Patrol Leader in managing and guiding patrol members. The 2IC assists with the planning and execution of activities, ensures that the patrol operates smoothly, and takes on leadership responsibilities in the absence of the Patrol Leader.

4. Policy

Context

• 4.1 CJCR Gp, in partnership with the CA, is committed to ensuring that all CR serving as Patrol Leaders and Patrol 2ICs meet the necessary qualifications and standards. CJCR Gp and the CA aim to foster a safe, supportive, and effective environment for youth development, ensuring that all JCR patrols are led by individuals capable of guiding participants towards personal growth, teamwork, and community engagement.
• 4.2 A Patrol Leader is typically a CR, however, can be any serving CAF member. Those that serve as Patrol Leaders and Patrol 2IC play a pivotal role in shaping the experience of the youth within these patrols. These individuals are entrusted with guiding and mentoring JCRs, and as such, they must meet specific qualifications and requirements to ensure a safe, effective, and supportive environment.
• 4.3 Patrol Leaders are responsible for overseeing patrol activities, ensuring the well-being of all participants, and fostering personal growth and teamwork.
• 4.4 Patrol 2ICs support the Patrol Leader in these duties, taking on leadership responsibilities in their absence and assisting with the smooth operation of the patrol.

5. JCR Patrol Leader and JCR Patrol 2IC

JCR Patrol Leader Prerequisites

• 5.1 To be appointed as a JCR Patrol Leader or 2IC, a CR must meet the following prerequisites:
  1. be a member of the CR who has completed initial training, CRBMI, or an equivalent as deemed appropriate by CO CRPG;
  2. demonstrate relevant skills and abilities beneficial to the instruction of the JCR Program and the supervision of JCRs;
  3. be recommended by community leaders;
  4. be recommended by the CR Patrol Commander;
  5. successfully complete screening in accordance with CJCR Gp O 10031, Junior Canadian Ranger Personnel Screening; and
  6. must be approved by the CRPG CO.

JCR Patrol Leader and 2IC Selection Process

• 5.2 The selection of the JCR Patrol Leader and 2IC is at the discretion of the CRPG CO. The selection process may include, but is not limited to, consultation with the following:
  1. the community;
  2. the responsible CR Patrol Leader; and
  3. the responsible JCR Instructor.

Removal of a JCR Patrol Leader or Patrol 2IC

• 5.3 The removal of a JCR Patrol Leader or Patrol 2IC is at the discretion of the CRPG CO, in consultation with the CR Patrol Leader and other relevant stakeholders, including the community and JCR Instructor, as appropriate. This decision will be based on the needs of the patrol and the overall effectiveness of leadership within the JCR Program.

6. Publication

Frequency of Publication

• 6.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

Errors/Omissions or Suggestions

• 6.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
