33-01 - Incentive Credit for Navy League Cadets

Cadet Administrative and Training Orders (CATOs)


Purpose

1. This order summarizes the policy concerning the incentive credit for former Navy League of Canada Cadets joining the Royal Canadian Sea Cadets.

General

2. This order should be read in conjunction with CATO 13-02 Cadet Rank Promotions and A-CR-CCP-601/PG-001 Royal Canadian Sea Cadets Phase One - Qualification Standard and Plan.

Authority

3. The Senior Staff Officer of Sea Cadets (SSO Sea Cdts) is responsible for setting the policy for the Sea Cadet program. Changes to this policy shall only be made with the approval of the SSO Sea Cdts.

Background

4. The Navy League Cadet training program is a nationally developed training standard that provides a Level 5 Navy League Cadet with a comparable training outcome to that of a Phase One Sea Cadet. Notwithstanding a few Performance Objectives that are Canadian Cadet Organizations (CCO) specific, the Navy League Cadet will receive experience, skills, knowledge and values similar to a Sea Cadet who has completed Phase One. 

5. This one-time incentive credit recognizes past Navy League Cadet experience, training and commitment, thus allowing the cadet to progress to new learning material at an appropriate entry point in the Sea Cadet Corps Program.

Phase Advancement

6. In order to be considered for Phase Advancement on enrolment as a Sea Cadet, the former Navy League Cadet must meet the following criteria:

  1. completed at least three years as a Navy League Cadet;
  2. successfully completed Navy League Level 5 in accordance with NL220E/NL220F;
  3. must complete the mandatory Phase One training not covered in the Navy League Program as determined by the Commanding Officer; and
  4. be recommended by the appropriate Divisional Officer.

7. The Navy League Cadet as a minimum will be required to complete Mapping Personal Goal for the Training Year (one period), Fire the Cadet Air Rifle (9 periods) and Positive Social Relations for Youth training (6 periods).

8. The phase advancement credit will be granted only once and will not be applied to subsequent phase advancements.

Rank Promotion

9. In order to be considered for Rank Promotion to Able Seaman on enrolment as a Sea Cadet, the former Navy League Cadet must meet the following criteria:

  1. completed at least three years as a Navy League Cadet;
  2. successfully completed Navy League Level 5 in accordance with NL220E;
  3. demonstrate proficiency in dress, conduct and training; and
  4. be recommended by the appropriate Divisional Officer.

10. The rank promotion credit will be granted only once and will not be applied to subsequent rank promotions.

11. Further promotions shall be awarded in accordance with CATO 13-02.

Summer Training

12. In order to apply for cadet summer training, the cadet must be enrolled in accordance with QR (Cadets).
