Changes to the Leave Reporting System – New Leave Code for Domestic Violence Leave

To: Heads of Human Resources, Directors/Chiefs of Labour Relations and Compensation, and Public Service Pay Centre, Miramichi

The purpose of this information bulletin is to inform departments and agencies of the core public administration (CPA) that a new leave code has been created to record the use of leave with pay for domestic violence. This new leave provision was negotiated with certain bargaining agents in the context of the 2018 round of collective bargaining.

Leave with pay for Domestic Violence

Upon request, an employee who is subject to domestic violence or who is the parent of a dependent child who is subject to domestic violence from someone with whom the employee has or had an intimate relationship shall be granted up to 10 days per fiscal year of domestic violence leave with pay.

Eligibility

This new leave provision is available to employees covered by the following recently signed collective agreements and the excluded groups that follow the terms of these agreements:

  • Air Traffic Control – AI
  • Applied Science &  Patent Examination – SP
  • Architecture, Engineering & Land Survey – NR
  • Audit, Commerce and Purchasing – AV
  • Economics and Social Sciences Service – EC
  • Electronics – EL
  • Financial Management – FI
  • Foreign Service – FS
  • Health Services – SH
  • Law Practitioner – LP
  • Radio Operations – RO
  • Research – RE
  • Ship Repair Chargehands – SR-C
  • Ship Repair East – SR-E
  • Ship Repair West – SR-W
  • Translation – TR
  • University Teaching – UT

The changes also apply to the following unrepresented groups:

  • Personnel Administration – PE
  • Organization and Methods – OM
  • Program Administration – PM-MCO (levels 1, 2, 3 & 4)

Effective Date

In accordance with the memorandums with respect to the Implementation of the Collective Agreement, this new leave takes effect on the date of signing of the relevant collective agreement or as specified in the document of authority.

Code 655 - Other paid leave - Domestic Violence

The code 655 for, “Other paid leave - Domestic Violence” has been created to record the use of leave with pay for domestic violence.

Departments and agencies must record the use of this leave on paper until such time as an alternative process is developed.
