Date:

Overview

Effective , Appendix B: Mandatory Procedures for Appraisals and Estimates of the Directive on the Management of Real Property was amended as follows:

  1. The threshold above which a formal appraisal by the Chief Appraiser of Canada is required for non-competitive leases and licences (subsection B.2.2.1.2) has been expanded to include non-competitive transactions of all types (for example, purchases, leases, licences, sales).
  2. The threshold above which a formal appraisal by the Chief Appraiser of Canada is required for non-competitive real property transactions of all types has been increased from $25,000 to $100,000.
Table 1: Summary of thresholds – purchases and sales
Transaction type Before amendment After amendment
Open solicitation (competitive) $500,000 $500,000
No open solicitation (non-competitive) $0 $100,000
Table 2: Summary of thresholds – leases and licences

No open solicitation (non-competitive) $25,000 $100,000

This change supports more efficient disposals of surplus federal real property and optimizes the use of appraisal resources relative to transaction value and complexity.

For in-flight transactions, departments should determine the appropriate application of the amended requirements based on status and stage of approval as of .

Appraisals support departmental accountability and are the basis upon which a market value justification should be made. They are a key source of information supporting real property transactions.
