Share your ideas: Consultation on proposed Pay Equity Regulations

Opened on May 17, 2022 and closed on June 17, 2022.
Stakeholders were invited to provide input that will support the development of proposed regulations under the Pay Equity Act (the Act). The proposed regulations would:
- operationalize the administrative monetary penalties (AMPs) system established under the Act
- set out how to maintain pay equity in workplaces with no predominantly male job classes
- enable the collection of wage gap data
- make minor technical revisions to the existing regulations
The Labour Program will use stakeholder feedback to develop draft regulations that will be pre-published in Canada Gazette, Part I.
Who was the focus of this consultation
The Act and Pay Equity Regulations came into force on August 31, 2021. Together they establish a proactive pay equity regime that applies to employers with 10 or more employees in the federal public and private sectors, including the Prime Minister’s and ministers’ offices. The regime applies to parliamentary workplaces through the Parliamentary Employment and Staff Relations Act in a manner tailored to respect parliamentary privilege.
The following groups were actively encouraged to participate in the consultation:
- federally regulated employers and employer associations
- federally regulated workers and their representatives
- pay equity advocates and professionals
