CSIS has consistently demonstrated strong financial management and has reallocated resources as required to address areas of highest priority and risk. While the disruptions caused by the pandemic have left the Service with a temporary surplus, they have also exposed deep needs to ensure CSIS can adapt and meet the requirements of its workforce, and the Government of Canada, in the future. Transformative change does not come without costs.

Given the evolving threat environment, Government immigration commitments, and the heightened need to invest in maintaining core technical capabilities and build resilience to ongoing technological change, CSIS has received funding to deliver on a number of important initiatives, including:

Other past investments, which aim to protect democracy, economic security, and the rights and freedoms of Canadians, continue to enable CSIS to increase its support to key Government priorities by providing timely, unique and relevant intelligence and advice. This includes continued investments in CSIS’ counter-intelligence capabilities to provide advice on foreign influenced activity targeting Canada’s democratic institutions, as well as investments in the review of foreign investment and identifying and responding to threats to Canada’s economic security.
