These Discussion Papers were produced by the previous Research Directorate of the RCMP External Review Committee.  As the ERC stopped issuing such research papers in 1991, they may not reflect the present views of the ERC or current state of the law.  The ERC is nevertheless preserving these papers because they continue to possess historical value and some practical insights.
