Integrity Regime consultation: Expanding Canada's toolkit to address corporate wrongdoing

Purpose of this consultation
In July 2015, the Government of Canada introduced an Integrity Regime (regime) to help ensure it does business with ethical suppliers in Canada and abroad. The regime applies to contracts and real property agreements awarded by all federal departments and agencies under Schedule I, I.1 and II of the Financial Administration Act, with some exceptions.
The regime is a policy-based instrument (the Ineligibility and Suspension Policy). It is enforced through corresponding contractual clauses (that incorporate the policy by reference) and is administered by Public Services and Procurement Canada (PSPC).
After introducing the government-wide Integrity Regime over two years ago, it was useful to review whether it is achieving its objectives and whether it is efficient in doing so. Within the context of the government's procurement modernization initiative, this assessment was an opportunity to consider how the regime addresses new trends and risks in a constantly changing marketplace.
The Integrity Regime is designed to ensure that the government does business with ethical suppliers and incents further efforts by suppliers to ensure strong ethics and effective compliance frameworks.
Consulting stakeholders
The Government of Canada sought feedback from Canadians and all interested parties, including, but not limited to:
- industry associations
- current and potential suppliers to the Government of Canada
- professional organizations
- civil society organizations
- non-governmental organizations
How participation was solicited
A discussion guide was prepared for interested parties to review and comment on. The federal government sought stakeholder views on topics that would help frame possible enhancements to the Integrity Regime.
To participate in the consultation, interested parties were encouraged to review the Integrity Regime stream discussion guide and to provide feedback through the online form, by email or by mail.

Protection of privacy is important. The personal information on this consultation was collected on a voluntary basis. All personal identifiers were anonymized.
