Employees who contribute under the public service pension plan on appointment

The following information is intended to provide you, the employer, with an understanding of the types of appointments that require an employee to contribute under the pension plan from the date of hire.

• Employees appointed for a period of more than 6 months
• Plan member reappointed to a term of 6 months or less

Employees appointed on an indeterminate (continuing) basis

A person employed in the public service who is appointed on an indeterminate (continuous) basis is required to contribute from the date of appointment.

Example

• Taken- on- strength (TOS) effective March 3, 1997, on an indeterminate basis
• Date of becoming a plan member is March 3, 1997

Employees appointed for a period of more than 6 months

A person employed in the public service who is appointed for a period of more than 6 months is required to contribute from the date of appointment.

Example

• TOS effective June 17, 1996 for a term ending February 21, 1997
• Date of becoming a plan member is June 17, 1996, because initial term is for more than 6 months

Plan member reappointed to a term of 6 months or less

Where a plan member, whose initial appointment was for a term of over 6 months, is reappointed to a term of 6 months or less, his contributory status is suspended if he has not completed 6 months of continuous employment from the date on which he first became employed in the public service. Contributions will recommence once the 6 months continuous employment condition has been met.

Example 1

• TOS effective February 17, 1997, on an indeterminate basis
• Date of becoming a plan member is February 17, 1997
• Effective August 25, 1997, reappointed to a term of less than 6 months. The member continues to contribute as he has completed 6 months of continuous employment from the TOS date

Example 2

• TOS effective February 3, 1997, for a term ending on August 29, 1997
• Date of becoming a plan member is February 3, 1997.
• Effective June 23, 1997, reappointed to a term of less than 6 months
• The employee ceases to contribute to the pension plan from June 23, 1997 to August 2, 1997
• Effective August 3, 1997, the employee will again contribute under the public service pension plan as he will have completed 6 months of continuous employment from the initial appointment date of February 3, 1997
