Canada is considering procuring a fleet of Joint Light Tactical Vehicles (JLTV). It also plans to acquire integrated logistics support to operate and sustain the fleet for its first 2 years of service.

Canada has determined that the JLTV is the only vehicle that can meet the requirements of the Canadian Armed Forces (CAF). This vehicle can only be procured through the United States (U.S.) Foreign Military Sales (FMS) program. As a result, Canada is considering procuring a fleet of JLTV and associated services from the U.S. government.
Canada is taking actions to diversify its defence partnerships beyond the U.S., given changes in the global environment. However, Canada continues to leverage partnerships with the U.S. when it is in our country’s best interest to do so.

Once the congressional notification mandatory review period is complete, the U.S. government will provide a letter of offer and acceptance to the Government of Canada. Canada should receive that letter in fall 2025.
Project description
The NGFV project is working to replace the CAF’s aging fleet of HMMWV. It will:
- provide new tactical multi-role vehicles for the CAF
- support the CAF in carrying out domestic and overseas operations, as well as counter-terrorism activities
Canada’s Industrial and Technological Benefits (ITB) Policy applies to the NGFV project. It will require the U.S. government contractor to undertake business activity in Canada equal to its share of the FMS agreement. Canada would apply the ITB Policy through an economic side agreement between Canada and the U.S. government main contractor, AM General.

Revised procurement strategy: Foreign Military Sales program
- August 8, 2025: The U.S. government notified members of Congress that the U.S. Department of State has approved a possible FMS sale of the JLTV to Canada.
- December 2024: The Government of Canada issued a letter of request to the U.S. government:
- outlining Canada’s requirements
- requesting an offer for the JLTV and initial integrated logistics support
- June 28, 2024: Canada sent letters to previously qualified suppliers informing them that:
- its requirements had changed
- it would proceed with a non-competitive process with the U.S. government
- June 19, 2024: Canada selected a new procurement strategy to acquire the JLTV through the U.S. government’s FMS program
Initial procurement strategy: Competitive procurement process
- January 2024: Canada sent letters to qualified suppliers to advise them of the cancellation of that competitive process
- August 2023: After assessing its operational needs and taking into account the current geopolitical context, National Defence refined its mandatory requirements, including:
- interchangeability and commonality requirements for the base vehicle
- the ability for the NGFV to be sustainable through its life cycle in a contested logistical environment, ensuring a reliable supply chain

- 2019: Canada released the initial RFI for the Next Generation Fighting Vehicle - closing date: 2019-09-06 (tender: W6399-19KH53/A). Vehicle demonstrations followed at Canadian Forces Base in Petawawa
