What do we buy

Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI). This NMSO will not be applicable to areas subject to comprehensive land claims agreements.

This procurement tool is used for the provision of digital scanning services, indexing and delivery of electronic files for use in business and information management systems, on an as-and-when requested basis related to such forms as paper, PDF, micrographic documents, audio-visual media, overhead transparencies, x-rays, polyester film, tapestries, paintings, 3D models, etc. The standing offer (SO) includes a number of mandatory services and wide variety of optional services.

How do we buy

  • The NMSO is comprised of 15 divisions across Canada
  • The SOs are retendered every 3 years and contain firm fixed prices for the life of the SO
  • Call-ups are made on the “right of first refusal” basis, when the highest-ranked offeror is unable to fulfill the need; CCPI participants are required to document this accordingly
  • The resulting call-ups are considered competitive and the competitive call-up authorities can be used
  • This new NMSO will replace the Regional Master Standing Offer for optical scanning services established for the National Capital Region

Value / Savings / Considerations

Economies of scale are generated through the use of SO which ease the administrative burden of purchasing optical scanning services, enhances competition and facilitates opportunities for small, medium and niche suppliers to do business with the Government of Canada.
