Concern that proof of education was falsified

The review of the request for investigation was conducted pursuant to section 69 of the Public Service Employment Act (S.C. 2003, c. 22, ss. 12, 13).

Issue

The review aimed to determine whether an investigation was warranted to examine a concern that a diploma, used as proof of education in an external advertised appointment process, had been falsified.

Facts

In the request for an investigation, a hiring department raised a concern that a candidate may have provided a false diploma as part of an external advertised process, as well as in an acting appointment process. It was during the second process that the department detected possible irregularities in the layout of the diploma information. The candidate provided the same diploma for both appointment processes.

The department provided the candidate’s diploma to the Public Service Commission of Canada’s Investigations Directorate. The Investigations Directorate subsequently communicated with the recognized post-secondary institution in the province of Quebec who confirmed the validity of the diploma.

Jurisdiction decision

The validation of the diploma by the recognized post-secondary educational institution led the Commission to determine that an investigation was not warranted under section 69 of the Public Service Employment Act.
