Mandate 2025

Purpose

  • Discuss the approach to implementing your agenda while managing other government business
  • Understand how PCO and the public service can best support you to deliver early results and set you up for success
  • Set the stage for briefings of public service advice to support the implementation of specific commitments

Building on your momentum

  • As Prime Minister, you have built a solid foundation to govern:
    • You established an action-oriented Cabinet and a Canada-U.S. Relations and National Security committee, using the latter to catalyze a united, Canadian interest-based approach to respond to unpredictable U.S. action
  • You have advanced partnerships to fight for Canada:
    • Through your leadership, First Ministers agreed to strengthen Canada’s economy by reducing barriers to internal trade and labour mobility, and to work together to accelerate major projects of national interest and develop a national trade and economic corridor
    • This has been complemented with engagement with key international partners to build the foundations for advancing your priorities in the areas of national security, foreign policy, defence policy, and trade diversification
    • You also took concrete early action on issues that matter to Canadians, including eliminating the consumer fuel charge, finalizing agreements for early learning and childcare, and protecting Canadians through investments in national defence

Planning context to launch your mandate

  • Your agenda in the two months between now and Canada Day is very full, and will involve:
    1. Setting Up Your Governance
      • Form your Cabinet and prepare for Swearing In (approx. two weeks)
      • Cabinet meeting(s) to prepare for launch of your agenda
      • Open Parliament (May 26) – Speech from the Throne, supply, legislative agenda, economic/fiscal update or Budget
    2. Managing Priority International Engagements
      • Engage President Trump to set terms of our economic and security partnership, manage tariffs and their impacts, and set foundations for near term meetings (ongoing)
      • Host world leaders at the G7 Leaders Summit in Kananaskis, Alberta (June 15-17)
      • Attend NATO Summit in The Hague, Netherlands (June 24-26) to confirm Canada’s role as a reliable contributor to the Alliance, partner to Europe, and sovereign Arctic nation
    3. Unifying the Federation and Indigenous leadership behind a Strong Canada agenda
      • Convene First Ministers to refine go-forward strategy vis-à-vis U.S. engagement and shared outcomes at the Leaders table, including internal trade, projects of national interest and trade corridors; identify opportunities to address regional concerns and interests (e.g., oil and gas cap, major projects)
      • Convene Indigenous leaders, in the appropriate context (e.g., Council on Canada-U.S. Relations), to assess their interests and opportunities to contribute to the pursuit of a Strong Canada

Opening Parliament

    • the Speech from the Throne
    • legislative priorities to advance your agenda
    • whether to table an economic and fiscal update or a spring budget

Speech from the Throne

  • The Speech from the Throne (SFT) will be an early opportunity to frame the agenda for your mandate
  • The Deputy Secretary, Plans and Consultations and her team can support your office in the development and communication of the SFT
  • Traditionally there is a debate and vote on an Address in Reply to the SFT, which could help outline the parliamentary agenda to implement the SFT and would be an early confidence test
