The next level: Normalizing a culture of inclusive linguistic duality in the Federal Public Service workplace

Message from the Clerk

Last year, I asked Patrick Borbey, now President of the Public Service Commission of Canada, and Matthew Mendelsohn, Deputy Secretary to the Cabinet (Results and Delivery), to conduct a review of the state of bilingualism in the federal Public Service and provide recommendations to ensure that we are evolving to meet the needs of public servants, and Canadians, in both official languages.

I offer my sincere thanks to all the public servants who contributed to this important review and those who provided their input during the consultation process. As the report shows, we have made great strides in creating a diverse workforce and an inclusive work environment, but there is still much work that needs to be done to ensure that all public servants feel comfortable and supported in using the official language of their choice.

It has been almost 15 years since the last comprehensive review of the use of official languages in the Public Service. Now is the right time for us to look at this important issue. We will study these recommendations carefully and work with stakeholders to determine the best way forward.
