Overview
The Patented Medicine Prices Review Board (PMPRB) reviews patented medicine prices to protect Canadians from any patent abuse related to excessive prices. The PMPRB also reports on Canadian pharmaceutical trends, contributing to a greater understanding of the changing landscape.
Constituted under the Patent Act, we are an independent quasi-judicial body that is part of the Health portfolio and carry out our mandate at arm’s-length from the Minister of Health.
The PMPRB is seeking to appoint a qualified pharmacist to serve as a member of its Human Drug Advisory Panel (HDAP). The HDAP is comprised of health professionals who are retained by the PMPRB under contract to assist with scientific evaluations on an ad-hoc basis, as Staff may need, in view of their broad general knowledge of drug therapy, drug evaluation, drug utilization and clinical research methodology. The Panel assist with scientific evaluations of patented medicines as outlined in the Guidelines for PMRPB Staff (Guidelines for PMPRB Staff - Canada.ca). This includes assisting staff with the selection of comparators and comparable dosage regimens for the purpose of conducting a Therapeutic Class Comparison (TCC) and assigning a level of similarity in accordance with the framework outlined in the Guidelines. The approach is evidence based, and the recommendations reflect medical and scientific knowledge
and current clinical practice.

Functions of HDAP
- To review and evaluate, on request, scientific information available to the PMPRB respecting patented medicines, including any submission by a Rights Holder with respect to the selection of medicines to be used for comparison purposes and comparable dosage regimens along with level of comparability.
- To assist the PMPRB in identifying and seeking out other experts as necessary.
- To provide, on request, advice to support the development of PMPRB policies and procedures respecting the scientific evaluation of patented medicines.
- To give, on request, written or verbal evidence under oath before the Board in the course of any proceedings under the Patent Act respecting patented medicines which have been reviewed by the HDAP.
Ideal Qualifications
Education
- Advanced training or degree(s) in pharmacy (e.g., PharmD, MSc, PhD, or completion of a hospital residency).
Clinical Experience
- Minimum of 5 years of clinical practice experience essential;
- Experience in hospital settings or alternatively, community pharmacy with experience in primary care (e.g., clinic-based practice rather than dispensary-only roles);
- Clinical expertise in an area of internal medicine is an asset (e.g., infectious diseases, oncology, cardiology, general internal medicine).
Drug Evaluation Expertise
- Experience in clinical research methodology and knowledge of statistical analysis;
- Prior participation on formulary management or drug evaluation committees (hospital, provincial, or national level);
- Experience contributing to or publishing in the medical or scientific literature.
