Board Member Complaint Resolution Process

The Parole Board of Canada (PBC) has a duty to accommodate and respond to complainants who raise concerns with the Professional Standards Section (PSS).

PBC Board members are held to high standards of conduct as specified in the Board Members' Code of Professional Conduct.

The Board Member Complaint Resolution Process addresses concerns regarding alleged behaviour inconsistent with the Board Members' Code of Professional Conduct. It also establishes procedures and timelines to be respected when addressing a complaint.

A complaint may only be submitted about alleged inconsistencies regarding:

  • General Conduct;
  • Security;
  • Use of Resources and Assets;
  • Collegiality; and
  • Conduct during Hearings.

  • The allegation(s) made in the complaint are in relation to the conduct of a PBC Board member;
  • The alleged misconduct is inconsistent with the Code; and
  • The alleged misconduct occurred in the workplace, or at any location or any event related to work.

A written complaint must contain the following information:

  • The complainant’s name;

  • A clear and detailed description of the allegation(s) being made (including where and when the event allegedly took place, the sequence of events, timeframe, etc.);
  • Any documentation which corroborates the allegation(s) made in the complaint;
  • The names of any other parties involved (i.e., witnesses to the alleged event), if applicable; and
