About the ITB Policy

The Industrial and Technological Benefits (ITB) Policy requires companies awarded major defence and Canadian Coast Guard contracts to undertake business activity in Canada equal to the value of the contracts they have been awarded. It is designed to support the Canadian defence industry, including small and medium-sized businesses, and encourage innovation, which contributes to broader economic growth and job creation.

The ITB Policy is administered by Innovation, Science and Economic Development Canada (ISED). Learn more about the ITB Policy on ISED’s Industrial and Technological Benefits (ITB) Policy page.

If your company has a capability, product or service that could support a defence or Canadian Coast Guard procurement contract, a prime contractor may choose to do business with you to meet their obligations. Learn how to get your company ready to do business with prime contractors fulfilling their obligations under the ITB Policy.

How PacifiCan works with B.C. organizations under the ITB Policy

PacifiCan supports the ITB Policy in British Columbia by working with SMBs and post-secondary institutions to promote their capabilities in Canada and internationally and refer them to relevant trade shows, conferences and other events that foster business development.

To deliver this support effectively, we work with stakeholders including:

  • prime contractors
  • federal and provincial government departments and agencies
  • industry associations
  • B.C.-based companies (including Indigenous businesses), research centres and training institutions

This collaborative approach helps us inform potential participants about:

  • upcoming defence procurement projects and related business opportunities
  • how the ITB Policy will be applied to each project
  • the capabilities that exist in B.C. and how they may relate to defence procurement
