Issue

CBI 208.849(1)(Eligibility) currently refers to personnel who are moved under Section 9 (Canadian Forces Integrated Relocation Program) of Chapter 208 (Relocation Benefits).  However, CBI 208.849 - Posting Allowance, is found under Section 8 of Chapter 208, and CBI 208.80(1) clearly states that Section 8 does not apply to personnel who are relocated under Section 9.  These two provisions therefore provide contradictory information which leads to confusion.

Recommendation

The Committee recommended that the Chief of the Defence Staff direct The Director General Compensation and Benefits to engage Treasury Board to facilitate an amendment of CBI 208.849 in order to eliminate any confusion.

Final Authority Decision

Regarding the Committee's systemic recommendations, the FA noted that the Director General Compensation and Benefits (DGCB) is undertaking a review of the Posting Allowance and preparing a Treasury Board submission. The FA noted his request to the DGCB that, in the context of this review, consideration be given to moving the Posting Allowance provision out of Section 8 of CBI 208, to avoid confusion regarding its application, and harmonizing the definition of career status throughout the CBI.
