Description

The Committee found that authority under subsection 155(1) of the FAA, to authorize deductions and set-offs, has not been delegated to the Chief of the Defence Staff (CDS). As such, this restricts the CDS’ ability to act as final authority in the grievance process, in that he would be required to refer such matters to the Minister for approval prior to adjudicating on grievances where this authority is required.

Recommendation

The Committee recommended that the CDS request that authority under subsection 155(1) of the FAA be delegated to him for the purposes of his role as final authority in the grievance process.
