Description

During the review of this grievance concerning posting allowance, the Committee found a confusing discrepancy in the Compensation and Benefits Instructions (CBI).   Specifically, section 8 of Chapter 208 of the CBI states, at article 208.80(1), that section 8 does not apply to moves made under the Canadian Forces Integrated Relocation Program (CF IRP).  Yet, article 208.849 – Posting Allowance, also found in section 8, clearly does apply to moves made under the CF IRP.  This contradiction between articles 208.80(1) and 208.849 leads to confusion regarding applicability of the CBI

Recommendation

The Committee recommended that the Chief of the Defence Staff direct DGCB to engage Treasury Board to facilitate the amendment of CBI 208.849.

Final Authority Decision

Case withdrawn at Final Authority level.  The systemic recommendation was not addressed.
