The grievor disputed the Director of Compensation and Benefits Administration's decision to recover prorated Post Travel Assistance (PTA) benefits following the early termination of his posting. The grievor believed that recovery of his PTA benefits should have been waived per subparagraph 10.22.04(5)(d) of the Compensation and Benefits Instructions for the Canadian Forces given that his posting was terminated early for service reasons and due to extenuating circumstances. 

The Director General Compensation and Benefits, acting as Initial Authority (IA), denied redress. The IA stated that there was no evidence to support that the grievor's posting was terminated early due to service reasons or extenuating circumstances beyond his control. The IA found that the grievor's posting had been terminated early due to a Review for Cause and subsequent downgrade of his security clearance and directed the grievor to reimburse a prorated amount of his PTA benefit. 

The Committee found that while the grievor was entitled to PTA benefits for the duration of his posting, his early repatriation was not due to service reasons nor extenuating circumstances beyond his control. As such, the Committee found the grievor not aggrieved and recommended that the Final Authority not afford redress. The Committee further noted that the amount to be recovered from the grievor should be reviewed as the original calculations were based on potentially incorrect information.
