The grievor, a Canadian Ranger reservist, disputed the decision to deny him reimbursement for purchases of paper, toner and a printer. He explained that the items were required to provide documents in support of his grievances. As redress, he requested reimbursement of the purchases.

The Initial Authority (IA) denied redress. Since the filing of grievances did not constitute the grievor's official Canadian Armed Forces duties, the IA explained that the purchases were solely for the grievor to bear. The IA further noted that the grievor never received authorization to purchase a personal printer.

The Committee acknowledged the grievor's right to grieve under article 7.08 of the Queen's Regulations and Orders for the Canadian Forces and in Defence Administrative Orders and Directives (DAOD) 2017-1, Military Grievance Process. However, the Committee found that the staffing of the grievances was not a task-specific duty to which the grievor was assigned under DAOD 2020-2, Canadian Rangers.

Given that the expenses incurred by the grievor did not relate to personally owned equipment necessary to perform a duty, the Committee found that the grievor was not entitled to any compensation as a Canadian Ranger under Chapter 210 of the Compensation and Benefits Instructions for the Canadian Forces.

The Committee recommended that the Final Authority not afford redress.
