The grievor challenged the decision of the commandant of the Canadian Forces Logistics Training Centre to go against a recommendation of a Progress Review Board following her failing the Logistics Log Officer Course – Land (LOC-L) by seeking a compulsory occupational transfer. She also challenged the commandant's decision-making process, which failed to take into account Defence Administrative Order and Directive (DAOD) 5002 11, which applied to her situation as an officer in the Special Commissioning Plan (SCP) and which should have led to an administrative review in accordance with DAOD 5019-2.

The Initial Authority indicated that it was unable to provide an answer within the time provided for in paragraph 7.15(2) of the Queen's Regulations and Orders for the Canadian Forces. The grievor therefore requested that her grievance be referred to the Final Authority (FA).

After a review of the file information, the Committee found that there was a lack of rigor when assessing the difficulties that the grievor experienced during her participation to the LOC-L and that it was obvious that conditions necessary to her learning were lacking during the course. Furthermore, the Committee found that, after the grievor failure, the Canadian Armed Forces did not follow the applicable provisions when administering the grievor's file as an officer in SCP.

The Committee recommended that the FA order a quick and complete processing of the grievor's career file in order to determine what is the appropriate redress to be granted.
