The grievor argued that he was entitled to the post living differential (PLD) benefit upon enrollment for a post living differential area based on the definition of principal residence provided in the Compensation Benefit Instructions (CBI) 205.45(1). The Initial Authority rejected the grievance because the grievor submitted the grievance outside the time limits.

The Committee found that the grievor's residence did not meet the definition of principal residence in CBI 205.45(1) and, as such, he was, not entitled to the PLD benefit. The Committee recommended that the Final Authority not afford the grievor redress.
