The grievor contended that the compassionate travel assistance (CTA) policy creates a divide between Regular and Reserve Forces members by treating them differently. He requested that he be granted CTA for his trip to visit his critically ill sister.

The Committee found that in accordance with article 209.51 of the Compensation and Benefits Instructions for the Canadian Forces, Reservists are only entitled to CTA if their household goods and effects have been moved to their place of duty at public expense. As this was not the grievor's case, the Committee found that he was not entitled to receive CTA.

She noted that the Chief of Military Personnel was engaged in a multi-year initiative to develop a Canadian Armed Forces Hunam Resources Strategy and Total Reward program which would align identified Reserve Forces policies with Regular Forces policies.
