The grievor challenged the decision to stop his training. The Initial Authority determined that the decision was based on the grievor's overall performance, citing repeated breaches of professional attributes.

The Committee reviewed the grievor's evaluations, comparing them to the standard, and determined that the decision to stop the training was warranted. Although it was his second attempt at the course, and despite sufficient targeted and clear feedback, the grievor demonstrated on a number of occasions, over several months, that he did not meet the standard necessary professional attributes. Although he was successful at the academic level, his failures in terms of professional attributes warranted the termination of his training. The Committee recommended that no redress be granted. 

FA decision summary

The Commander Royal Canadian Air Force, as the Final Authority (FA), agreed with the Committee's recommendation to deny the grievance. Noting gaps in the availability of French-language materials, the FA concluded that the grievor's failure on the course was not due to linguistic challenges. The FA also found that the grievor had received feedback regarding perceived shortcomings on several occasions prior to a Progress Review Board. He concluded that the decision to discontinue the grievor's training was justified and reasonable.
