The grievor challenged a Progress Review Board (PRB) decision to cease his Phase III Multi Engine pilot training. As redress, he requested that he be returned to training and be considered for a Phase III instructor position after receiving his wings.

The Initial Authority found that the decision to cease the grievor's training was reasonable and denied redress.

The Committee thoroughly examined the grievor's flying progress cards and accepted the contemporaneous findings of several flight instructors who noted his consistent difficulties with instrument flight rules and landing techniques. In accordance with 1 Canadian Air Division Order 5 - Training and Standards, and the Phase III Pilot Training Plan, the Committee found that the grievor had adequate remedial opportunities to correct his deficiencies but was unable to do so.

The Committee also found that the PRB's findings were supported by reliable evidence and that the grievor was afforded procedural fairness in the PRB process. Accordingly, the Committee found that the PRB recommendation that the grievor cease pilot training was fair.

The Committee recommended that the Final Authority (FA) not afford the grievor redress.
