The grievor served in Afghanistan and contended that, as a result, he suffered grievous mental trauma for many years. He believed he met the criteria set out in CANFORGEN 185/14 and requested that he be awarded the Sacrifice Medal (SM). The Deputy Commander Military Personnel Command, acting as the Initial Authority, found that, after two reviews of the grievor's file, there was insufficient medical information to support recommending the grievor for the award of SM. He found the grievor was treated in accordance with the relevant policy and denied the grievance.

The Committee noted there were two criteria in the CANFORGEN that needed to be met in order to be eligible for the SM; operational and medical. The Committee found that the grievor was impacted as a direct result of hostile action in Afghanistan, which satisfied the operational aspect of the eligibility for the SM. However, the Committee found that the grievor did not meet the medical aspect of eligibility criteria for the SM in accordance with the CANFORGEN. As such, the Committee found that the grievor did not qualify to receive the SM.
