The grievor challenged a Progress Review Board (PRB) recommendation to cease her pilot training. As redress, she requested that she be afforded various remedial opportunities and be re-integrated into the course.

The Committee thoroughly examined the grievor's flying progress cards and accepted the contemporaneous findings of several flight instructors who noted her consistent inability to prioritize flight safety. In accordance with 1 Canadian Air Division Order 5 - Training and Standards, and the Harvard II Phase II Pilot Training Plan, the Committee found that the grievor was given appropriate remedial opportunities to correct her deficiencies but was unable to do so.

The Committee also found that the PRB's findings were supported by reliable evidence, that the grievor was given an opportunity to provide a rebuttal and that she did so. Accordingly, the Committee found that the PRB recommendation that the grievor cease pilot training was fair and reasonable and made in accordance with policy.

The Committee recommended that the Final Authority (FA) not afford the grievor redress.
