The grievor argued that he met the course standard on his assignments and should not have been cease-trained from the Basic Public Affairs Officer Course (BPAOC) after a second Performance Review Board (PRB)

The Initial Authority, the Chief of Staff for the Assistant Deputy Minister of Public Affairs, denied redress finding that the grievor's assignments did not meet standard and that his on-job-training (OJT) prior to the BPAOC was sub-standard.

The Committee found that the first PRB did not afford the grievor procedural fairness. The grievor was denied a copy of the PRB report in which the Chair had indicated that, in his view, the assignments had met the standard. However, the Chair's determination was overruled by a staff member of the training school. As a result, the Committee found that the grievor was unnecessarily required to redo the assignments. The Committee also found that the OJT supervisor's negative comments to the subsequent PRB about the grievor were unsupported by the evidence and should not have been considered by the PRB.

The Committee recommended that the grievor be offered re-enrolment in the Canadian Armed Forces and a re-course on the BPAOC.
