The grievor asserted that from August to October 2006, he had provided direct support to the 1st Battalion, Royal Canadian Regiment Battle Group (BG) in Afghanistan, during Operation MEDUSA. He contended that when the Commander in Chief (CinC) Unit Commendation was awarded to members of the BG for service in that timeframe, he should have been entitled to receive the Commendation.

The Canadian Armed Forces had determined that the grievor was part of the Forward Support Element, which was not considered an integral part of the BG, and the grievor was therefore not eligible to receive the Commendation.

The Committee found that the grievor had not provided sufficient evidence that he was part of the official action for which the CinC Unit Commendation had been awarded, and that he did not meet the criteria to be awarded the Commendation. The Committee therefore recommended that the grievor not be afforded redress.

FA decision summary

The Final Authority (FA) agreed with the Committee's findings and recommendations and declined to grant the grievor the Commander-in-Chief (CiC) Unit Commendation which was awarded to the 1st Battalion Royal Canadian Regiment Battle Group (1 RCR BG) for its role in Afghanistan between August and September 2006.

The FA found that the grievor did not meet the eligibility criteria for the CiC Unit Commendation because, although he was a member of the Forward Support Element that supported the 1 RCR BG, he was neither a member of, nor attached to, the 1 RCR BG.
