The Committee found that the three harassment complaints submitted against the grievor were not administered in accordance with the Guidelines. Following an evaluation of the situation, it was determined that eight of the 19 allegations meet the definition. Given the circumstances and the fact that the file contained the information required on which to make findings, the Committee found that seven allegations were proven. It also determined that the initial counselling (IC) administered to the grievor was the appropriate remedial measure, that the action plan was appropriate to address the behaviour, but that the IC needed to be reworded.
