The grievor's application for a support position with the Canadian Special Operations Forces Command (CANSOFCOM) Joint Task Force (JTF) 2 was not supported by his Career Manager (CM).

The Initial Authority (IA) found that the CANSOFCOM application and screening process requires the applicant's CM to indicate his or her support for the application. The IA accepted that the grievor's CM did not support the grievor's application because his occupation was below Primary Manning Levels for his rank, and was expected to remain so for several more years.

The Committee noted that the CANSOFCOM application process is competitive and that the CM plays a critical role in the process. While acknowledging the grievor's desire to serve with the JTF 2, the Committee found that the CM's decision was sound, justified, and made in accordance with Canadian Armed Forces policy.

The Committee did observe that the CANSOFCOM application process could be more transparent and suggested that the CM's role in the process should be more clearly communicated to applicants.

The Committee recommended that the grievance be denied.
