The grievor was seeking reimbursement for the purchase price of his regular passport, arguing that the passport was necessary for his duty as he was subject to being deployed internationally at short notice.

The grievor's Commanding Officer, acting as the Initial Authority, denied the grievance because he found that the grievor did not require a passport to perform his duty and also that he was not entitled to reimbursement because he had not received prior approval for the purchase in accordance with the Section 32 of the Financial Administration Act.

The Committee found that the grievor did not meet the requirements for passport fee reimbursement as stipulated in Chapter 7 of the Canadian Forces Temporary Duty Travel Instructions, or in Maritime Forces Pacific general message (MARPACGEN) 053/13 Passport Policy – International Travel. These requirements included the prior approval for reimbursement from a senior officer, and a duty requirement of frequent international travel or travel on short notice.

The Committee recommended the grievance be denied.
