The grievor challenged the decision to cease his Phase 1 of Primary Flying Training (PFT) for failure to meet the standard outlined in the Training Plan within the time allocated.  He argued that the instruction was inconsistent, the evaluation of approaches varied between instructors, the assignment of his primary instructor was inappropriate, the conduct of his final mission was unsuitable and his initial instructors were not interviewed during the convened Progress Review Board (PRB).  As redress, the grievor requested to be afforded another opportunity to attend Phase 1 of the PFT, although he mentions that the commercial pilot license he obtained since his release should allow him to proceed directly to Phase 2 of the PFT.

The Initial Authority denied the grievance indicating that the grievor's training and evaluations were conducted properly and that the PRB proceeded fairly and in accordance with all appropriate Canadian Armed Forces policies and orders.  

The Committee had to determine whether the decision to cease the grievor's pilot training on Phase 1 of PFT was warranted. 

The Committee reviewed each of the grievor's contentions and could not find any extenuating circumstances that affected his progress or any indication that his case was not managed as per the relevant policies.  Therefore, the Committee found that the grievor was Cease Training on his Phase 1 of PFT because he failed to meet the standards outlined in the Training Plan within the allocated time including the substantiated and authorized additional course time.  

The Committee recommended that the grievance be denied.
