The grievor chose to enroll as an unskilled applicant with a prior learning assessment and recognition (PLAR) to be completed subsequent to enrolment. As a result of the PLAR, the grievor was granted 108 days incentive credit (IC) and 108 days of time credit towards promotion (TCP). The grievor did not dispute the course waivers granted through the PLAR process but argued that the PLAR did not make a promotion recommendation or provide TCP consistent with the offers made to shipmates of other trades.

As redress, the grievor initially requested a recommendation for promotion or TCP and that his enrolment should reflect his being a skilled applicant. The grievor modified his requested redress and stated that he was not satisfied with 108 days credit towards promotion but that he would be satisfied with Private pay increment (PI) 3, backdated to his enrolment to reflect his semi-skilled entry.

There was no initial authority decision because the decision could not be provided within the allotted time.

The Board found that the grievor’s civilian qualifications and skills were given appropriate credit in the PLAR process and were appropriately recognized and credited towards promotion (TCP) and pay rate (IC) in accordance with the policy. Accordingly, the Board recommended that the grievance be denied.
